Flag States
Vessels must be registered to operate internationally. A merchant vessel can only be registered or licensed to one flag at a time, under which it is considered to be that nationality. As such, it must remain compliant to the regulations outlined by that flag state.
Each flag state authority is responsible for enforcing regulations over vessels registered under their flag. This would include inspections, certifications, and issuance of documents. A vessel registered to a flag state must operate under the laws of it.
